Aligarh resident Rinku Singh Rahi passed the UP PCS 2004 examination and joined Muzaffarnagar as District Social Welfare Officer in the year 2008. When Rinku Singh Rahi was sent to the Treasury for training as District Social Welfare Officer, he came to know about the scam of crores of rupees being done in the department in the name of scholarship and fee reimbursement. During the investigation, he deposited evidence of embezzlement of about 100 crores. He caught fake accounts opened in many banks under the designation of District Social Welfare Officer. In these, crores of rupees coming from the government were being redeemed by depositing checks for scholarship and fee reimbursement. He complained about this to the then CDO Siyaram Chaudhary. He didn’t take it seriously. Due to getting into the bottom of the scam, gradually he came under the target of the mafia.

The remaining four accused were acquitted due to lack of evidence.

During 2015-16, he was posted as District Social Welfare Officer Development in Shravasti. During his posting, there was a provision to give a government vehicle allowance of Rs 25,000 per year. He was not taking it. In the meeting of the officers, he was asked to spend Rs 25,000 on any item. He didn’t spend. Despite this, the charge sheet was handed over to him on the charge of spending 25 thousand rupees on other works under the item of carriage allowance.
